PRESS RELEASE FOR RECREATIONAL SECTION 4(f) de minimis IMPACTS

The City of Streetsboro proposes to reconstruct 15 intersections along State Route 14, State Route 43, and State Route 303 to improve regional access for all users.  To undertake the project, it will be necessary to acquire approximately 0.02-acres of permanent right-of-way from the Town Square.  The area to be converted consists of maintained grass.  The asphalt access drive off of State Route 14 to the northeast portion of Town Square will be temporarily restricted construction, however the property can still be access via the asphalt drive off of State Route 43.  Construction activities are expected to last approximately 8 months and begin in spring 2019. 

 The Town Square property consists of four approximately 0.6 –acre green space at each corner of the State Route 43 and State Route 14 intersection.  As a public recreational facility, the Town Square is considered a recreational resource under section 4(f) of the Department of Transportation Act of 1966 (23 CFR 774) and is provided protection from adverse impacts due to federal-aid transportation projects.  The City of Streetsboro will implement the following measures to minimize harm to the Town Square Property:

 Access to the Town Square property will be maintained at all times, however one access point will temporarily be restricted during construction

  • Temporary construction fencing will be installed along proposed construction limits prior to the start of construction activities to protect the existing 4(f) property and the public.
  • Appropriate signage will be installed to alert users of construction activities.
  • Except as necessary to facilitate construction activities, the staging and/or storage of construction equipment will not take place outside proposed construction limits, within property boundaries.
  • The contractor will be required to closely coordinate the construction schedule with the City of Streetsboro

The City of Streetsboro’s Office has coordinated the project’s involvement with the City of Streetsboro’s Park Director (the property owner and operator).  The City has concurred that the project will not adversely affect the protected recreational activities, features or attributes associated with the Town Square property.  The proposed project is considered to have a de minimis impact on the Town Square. 

 Due to the necessary acquisition of land associated with the Town Square Property, the City of Streetsboro Mayor’s office is seeking public input regarding the effects on the Town Square.  Please provide comments to Ryan Gillespie at rgillespie@gpdgroup.com or (330) 572-2210.  Comments must be received by September 8, 2017. 

  

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by ODOT pursuant to 23.U.S.C. 327 and a Memorandum of Understanding dated December 11,2015 and executed by FHWA and ODOT
